![]() ![]() Any House with headquarters located in the Empire are considered recognised Imperial Citizens and the Imperial Government is streamlined into 5 divisions the executive, the legislature, the judiciary, regional governance and law enforcement. The Draconian Empire is established by the First Council of Nobles and serves as the prime federal government in the galaxy. ![]() ((((((The Draconian Imperial Constitution)))))) If it goes against the defendant, a sentence must be proposed by the Emperor, a recommendation by the prosecution is acceptable but not binding, and pass with 3/5 votes in favour for it to be enforced. A simple 3/5 vote is required to make a verdict, if it goes for the defendant, they are free to go and no sentence is passed. The Court is made up of 5 Justices, they are the Emperor, the Chancellor (see Article 5) and 3 Justices elected by the Senate for a lifetime period in office. ![]() The Court will meet on the Emperor's home-world, they will hear statements from both parties and then deliver a verdict which is final, there is no appeal process in the Court of Nobles as it is the highest court in the Empire, therefore Houses must accept this if they bring an action into the Court. ![]() Any House in the Draconian Empire has the right to bring an action against another house for violations of the constitution or laws of the Draconian Empire. The Court of Nobles is the recognised judiciary of the Draconian Empire. The Emperor is bound to follow and enforce all Senate legislation or Court decisions, this may include the declaration of an unconstitutional piece of legislation which must be discarded. The Emperor also maintains the Imperial Police forces, however he must follow Senate law regarding there presence on Imperial Worlds. They have many powers, duties and responsibilities, including maintaining the Draconian Measures, collecting Imperial Contributions from planetary governments in the Empire, declaring a House Renegade, combating Renegade Houses, removing Renegade status from those who meet the Thrones criteria, present an emergency motion to the Senate, appoint Consuls (see Article 7), appoint the Chancellor (see Article 5), call a Council of Nobles, call investigations into planetary government budget policies, command of the Imperial Military and head of the Imperial Bureaucracy. The Imperial Throne is the recognised office of the Emperor, who is the executive power of the Draconian Empire. ![]()
